Identify at-risk homeowners

Track 1 – Early Homeowner Intervention

  • One-on-one consultations with at-risk homeowners.

  • Referrals to HUD-approved housing counselors, legal aid, credit repair, and relocation services.

  • Ongoing follow-ups to ensure service outcomes.

Acquire and renovate distressed homes

Track 2 – Affordable, Energy-Efficient Housing Creation

  • Acquire distressed homes (pre-foreclosure, tax delinquent, surplus).

  • Rehabilitate using local licensed contractors with green upgrades.

  • Dedicate 70–80% of units to affordable housing, up to 20–30% market-rate for sustainability.

Community Revitalization & Job Creation

  • Hiring licensed local contractors and tradespeople for all renovation work.

Affordable & Mixed-Income Housing Creation

  • At least 70–80% of redeveloped units are reserved for low-income, displaced, or first-time buyers (≤80% AMI).

  • Up to 20–30% of units are offered at market rate to ensure sustainability and reinvestment.

  • Placement support through DSS, HUD Housing Choice Vouchers, and township programs.

Distressed Property Acquisition & Redevelopment

  • Acquisition of pre-foreclosure, tax-delinquent, and other distressed properties.

  • Partnerships with land banks, nonprofits, and county surplus programs.

  • Renovation of properties with licensed local contractors.

  • Energy-efficient upgrades to lower utility costs for families
